Charges being dropped applies to a situation in which the law was not previously aware of the crime and the charges were brought by an outside party. Should an officer of the law witness a crime or receive hard evidence of one, it is their obligation to ensure that justice is done. In that case there are no charges to be dropped - the crime is known and must be addressed.
