Very few at the moment. Manpower is needed for guarding prisoners.

I can see about pulling in a few more people who aren't on guard duty already. We need to restrict access to important systems to people who aren't going to pull this shit again.

That's true enough. I don't have the power to demand that and I wouldn't be willing to - perhaps for smaller, sensitive tasks, but not for general access. Besides, there are well over 300 people here.

I wasn't suggesting sitting here and checking everyone - which would be simple, but yes, ethically wrong. Making it a condition of certain kinds of work isn't the same.
